With a chip you don't even need to lock the HDD, so you can use config magic or atawap or the chip (depending on what kind it is) to unlock it or just flat out over wright it.
The chip can even be used as an eeprom reader since it can read it right off the mobo.

which chip i should buy, that can handle
1. all games
2. watching dvd's
3. use XBMC to stream movies (and games) from my pc

Most any chip can do all the stuff you listed.
But if you look back you would see that i have already answered that question.
