hmmm that is the problem.
i have winrar and i use it to extract files from the downloaded .rar files, however all it opens is a .iso file. there is no .zip files in those folders.
do i need to copy everyone of those iso files to a disk?
or is there a way for them to be ftp to my xbox?
it sounds as though you donwloaded a complete set, several rars which should then extract to a single ISO file.
You can burn the ISO directly to a CD using nero or similar or you can extract the contents of the iso file using magic iso or similar and then ftp the files.

ok I figured out several of the packs but I am having trouble with the N64 packs. I downloaded all of the .rar files and then unpacked number 1 this opened them all up into a folder and all the file types are .usa I can not seem to get surreal to recognize these when i ftp them straight into the rom folder on the box.
You will need to check your settings for Surreal, I had to change the rom path in my .ini files as the default pointed to the d:\
Easiest way is to FTP into the box copy the .ini files I think the surreal.ini is the only one you need to change, copy this to your pc open with notepad or similar text editor and change the rom paths.
Dead easy once you look at the file.
