First thing to try is XBOX Installer-DVD Installer. This will make you an ISO that can be burned to DVD and ran on the XBOX.
If that fails then you will need to go to the PC installer menu but lets worry about that when the time comes.
So all you need to do is pick XBOX Installer-DVD Installer then burn the ISO it makes to DVD-r at 8x with Imgburn. Put the disc in the XBOX turn it off then back on. If the XBOX is modded this will bypass the normal boot sequence and load the disc allowing you to install a new dashboard/mod.
If that fails Id suggest installing Skype if you dont already have it then PM me your Skype name and I will guide you step by step through using a PC to rebuild the hard drive.

Im plugging my XBOX HDD directly to my PC. what option will I choose so I can rebuild the HDD?
Im using a converter cable that enables my PC to view my HDD via USB cable.

My Xbox is not modded. It doesnt read the burned iso on the disc

I tried burning the ISO to a dvd but my Xbox doesnt read the disc.
I cant do skype coz my pc dont have a camera.

I managed to view whats inside my Partition 3 or the C partition. It seems that my XBOX was already softmodded. See the attachment. can you spot whats causing the xbox to be stucked on trying to update the dashboard when turned on?

I don't know for sure what was used to mod that Xbox originally but that is the C:\drive and it does look as if SID was used but there is a possibility it is or was either chipped or TSOPed.
However what I suspect is that it could just be a very, very old SID because early SID did install to C:\. Since, I think, SID v3.1 softmods were put on E:\ and that is certainly the case with all the later versions.
It looks to have both an evox.ini and config.xml file which is odd; the main dash is almost certainly the evoxdash.xbe but whether that is Evox or UnleashX you can't tell without launching it.
The msdash.xbe is what you'd epect it to be: the MS dash, the xboxdash.xbe is (probably) a retasked XBE name which tries to launch either the online updater or Xbox Live. Usually that will result in a blank screen or a reboot to the main dash.
But I have no idea what that xboxdash-modded.xbe is doing there. Maybe it is normal for that particular SID version. The whole thing definitely needs to be updated just to clean everything up if nothing else.
The Xbox is modded that is the main thing and should be able to read burned discs which means that the trouble you've had getting one to boot are due to the media used. You MUST use DVD-R and preferably ImgBurn's "Write image file to disc" option at the slowest supported DVD-R speed (typically x4) at the default settings.
If you did that and the SID/AID disc still won't boot then you probably have a disc drive problem.

If you were able to just plug the HDD in then that means its not locked. And looking at the contents of C its set for a multiboot.
Can you attach the evox.ini and config.xml and take a screenshot of the contents of the SID folder. Need to make sure its not chipped before proceeding with a rebuild.

So that is normal for a multi-boot set up rather than an indication of a 'problem' mix of dashboards. Interesting but, surely, if the OP was using XSelect he'd have a start up XSelect menu and would have mentioned it?
Is there another way of setting up a multi-boot dash? SID/AID do not have that option although their power/eject button dual boot options could be used it wouldn't leave the C:\ drive content looking like that would it?

With a softmod you can do it direct via NKPatcher either with a runtime.cfg file or by specifying the boot sequence before compiling the xbe. Although in this case its obviously not running an NKPatcher based SID and would most likely be the older PBL based which could have its boot sequence specified via an ini file. Also many of the older mods supported key input multiboot. Have to hit certain buttons to boot modded otherwise boots normal.
And if it was just a softmod then the HDD can be wiped and replaced using Babylon. Simply pick XBOXHDM CD and when its done copy the contents of Linux/Pimped/c to the XBOX c drive and Linux/Pimped/e to the XBOX e drive.
But the most important thing is to know if the HDD was hotswapped or not to get the above screenshot. And the other thing to do is check all partitions for an eeprom or HDD key backup.

I learned a lot!
I managed to fix the XBOX.
I connected my XBOX's HDD to my PC then used Xplorer 360 to replace the C and E folders with the C and E folders from BABYLON's XBOXHDM folder. I booted up my console and BOOM! all fixed. Then I found out that my DVD-rom is broken and I replaced it with an old one lying around.
Now, my goal is to replace the HDD with a bigger one.
I wanted to hardmod my console but unfortunately mine was version 1.6 and I cant find Alladin Modchip here in the Philippines. Sad.

Excellent. If you havent done it already you need to backup your eeprom and copy it to PC.
You can do this by going to SYSTEM and click on BOOT SOFTMOD MENU. Once thats booted pick BACKUP EEPROM. It will load up Evox, now click on MAKE EEPROM BACKUP then click on MOVE BACKUP TO E. You will now see a folder on E drive called BACKUP. Copy it to your PC via FTP
As for Aladdin chips talk to Scareface. Theyre tiny so he should be able to just mail you one for a couple bucks postage. Or check out Alibaba they usually have modchips for sale and are based in Asia.
I have a question, how can I unlock the HDD of my other "Broken" Xbox so I can use it to my "working" xbox? Is there any way of unlocking it? My old xbox just wont turn on.

Is it just the regular stock harddrive that came with the XBOX? If its an upgraded harddrive you may be able to unlock it on a PC using the master password but would have to lock it to another XBOX.
If a harddrive has been locked using XBOXHDM the master password will be XBOXSCENE and if it was locked using Configmagic the master password will be TEAMASSEMBLY
But as I said thats only good for unlocking since you have to use the user password (which will be 32 numbers and letters) to lock it
The only other option is to make an eeprom reader which can dump the eeprom from the motherboard
