ok guys/girls my xbox is screwed up and has error 21 and i kant kold boot nuthing ... if i buy the xecuter 3 ce chip will it be able to fix this . .. and is the xecuter 3 ce solderless?

Yeah, the xecuter 3 ce can use an adapter, but make sure that you get the right adapter for your version of xbox.
The xapter(the name of the adapter) is very easy to install, as I have done this myself.

Yes, a chip will fix your error 21. Basically, your dashboard files got muffed up (maybe a failed softmod??) and your Xbox cannot find the dashboard files when it boots up, thus the error 21.
Once you have a chip installed, you need to go one step further possibly and reinstall a dashboard. Just be prepare for this. I would download an autoinstaller and burn it to a DVD-R just so you can be safe.
