We do the hotswap, but when we start the pc going again it doesn't come up wiht the menu, just the computer asking about its safe mode settings.

Correction, when formatting drive it says it can't find the source for c- or e- drive. Also after it partially makes drive it gives us error code 16.

Sounds like you haven't unlocked the drive correctly. If it can't find the source then that suggests it can't read the hard drive. When unlocking it using hotswap method - Take dvd drive power and ide cable out. Loosen the hard drive cable so that you can get it out quickly then when you start the xbox wait for the red light to flash and on that moment change the hard drive cable to the pc. I had the same problem trying to unlock the hard drive. If you want to find out if this is the problem make the boot disk with locking tools. Type in unlockx with your xbox hard drive plugged to the pc and it will tell you if the drive is locked or unlocked.
