This is definitely a must, please, I want to try and help people, but when I dont know what they have, and they ask a question I try to search for the answer on, it takes forever and its usually WRONG..
I wish you could make this a super sticky, above the guidelines for posting, b/c it pretty obvious no one READS THE GUIDELINES.. I didn't either, but I DID DO THIS SO HA!

Most of the time, it's the same questions that a sig can answer for troubleshooting purposes.
Type of chip/Softmod
Type of connection (if one) to the internet
bios
dashboard
Any other information.

Also a benefit, you are more likely to get a quicker response. IT takes alot of time to ask these questions over and over. Beat us to the punch. Make a signature. Seriously, it's just easier on all of us including the newbies that become well versed in the modding and become tutors themselves.
