No. There is 3 ways to make a new XBOX HDD.
1)Using a chipped XBOX and an app like XBMC Installer
2)Using a softmod XBOX and an app like Chimp
3)Using a PC and an app like AutoBuilder

With the fact your XBOX is unmodded, doing it via PC will be a 2 step process.
1)You will need to use AutoBuilder to first mod your XBOX using the "Hotswap" technique. Once thats done go into system on your XBOX and run the Softmod Menu and backup and move your eeprom to E. FTP it to your PC
2)Now add your eeprom.bin to xboxhdm and run make-iso-win and burn the linux iso to DVD-r and use it to build the new HDD and lock it when done.
ok my xbox hdd is damaged, can i make a new hdd???like i put the hdd in my pc and run some software and create a original xbox hdd?!is this possible????

Are you sure the hard drive has gone bad on your Xbox? Does the Xbox make clicking sounds when you turn it on?
If your hard drive did in fact fail, you're going to have a very tough time making a new hard drive for the Xbox. You'll first need to get an IDE hard drive to use as the replacement hard drive. Then you will need to build an eeprom reader so that you can get the eeprom for your Xbox. Once you have the eeprom, you can build a new hard drive for your Xbox. _________________

Yep, Darth pretty much gave you the bad news. The build isnt the issue can do that till cows come home its the fact the HDD needs to be locked thats gonna be the issue. Each XBOX has a unique HDD lock-code called an EEPROM. Its stored on a chip on the motherboard and in the same section of the HDD as the firmware. Without that code cant lock the HDD. So unless can boot that XBOX and mod it and pull the eeprom or build/buy an eeprom reader to get that code off the mobo pretty much screwed.
Only caveat to this is if the XBOX is already modded but has boot issues. Can hook the HDD to a PC and use AutoBuilder to dump the eeprom backup to a floppy disc.

If it will boot you can try hotswap modding it then back up the eeprom afterwards. Eeprom reader cost like 10 bucks to make.

The hotswap is the only other option. Unless you chip the XBOX so it doesnt need the HDD to be locked.
Try this(on the original HDD)
1)make an AutoBuilder disc and pop it in your PC
2)Open the XBOX and unhook the power and IDE from the DVD
3)Remove the HDD from the tray
4)Turn on the XBOX, soon as you see the E12 screen, unplug the IDE from the HDD and plug it to the PC (dont touch the power)
5)Boot the PC and pick option1, then type xboxhd
6)Type yes to all questions until it says its done. Pick option 8 and turn off the PC
7)Plug the HDD back into the XBOX and turn it off
8)Turn the XBOX back on and go to settings-Softmod Menu and back up the eeprom then FTP it to your PC so it can be used to lock the new HDD

That will mod the xbox allowing you to back up the eeprom.bin file
