The storyline picks up from the first game with the main characters: the special Hong Kong police force known as the Dragons (policewomen Madoka and Mei), along with Yakuza boss Tiger Takagi. Takagai has been extradited from Hong Kong to Chicago to face criminal charges but escapes from custody and disappears into the streets of the windy city. Takagai meets up with his Yakuza followers to roam and cause chaos on the busy streets of Chicago, and policewomen Madoka and Mei are called in to bring him back into custody.
