What version of XBOX do you have? Your only options are going to be TSOP flash, depending on the version of XBOX that you have, or a modchip.

A bit late to reply but 'simply' softmod the retail Xbox then clone the now modded retail drive using Chimp2618 (installed version). Fit the new HDD (jumpers reset to Master of course) and run Chimp2618 again to format the extended F partition.
If using UnleashX as your dash remember to enable the F:\drive in the System > Settings menu afterwards.
Treat the retail HDD as a valuable safety net. Store it carefully and properly identified in case something goes wrong with the new HDD or any future HDDs you may fit.
As part of the softmodding you should have backed up the eeprom anyway but it doesn't hurt to have another backup on small flash drive stored with the old HDD. It could save you a lot of trouble.
Tutorials for all this are easily found and the only extra hardware you may need is a Molex splitter to power the second HDD during the cloning process.

Never too late to reply. At the very least, someone else with a similar issue later might find your response useful.
Softmod isn't possible without an already locked hard drive and OP claims to not have that. If OP has access to another modified console, this might be a viable option.

Sorry I misread that part about the Xbox being withoud (sic) the original HDD.
If the other solutions you suggest aren't possible then he'll need an eeprom reader (eBay) to get the eeprom from the MB and the facilities to use Xbox hardrive maker (XHDM) to build a new HDD on a PC.
Quite a bit of hassle and, with working old Xboxes still being relatively cheap, probably better to buy a replaceent Xbox and use the existing one for spares.
It is particularly useful if you can get a matched version. Certainly proven true in my case.
