if you cant perform a basic function like ping then either the pc network port or the xbox network port must be faulty. You have already changed cables so that rules that out. Are you sure both cables work in another scenario (pc to pc connection, etc)
Gateway and DNS are not required as ftp is using IP address. Check for firewall software on the pc as this could hindering things. What OS do you use on the pc

Cable works fine on other tasks such as PC to PC as I use it for an ICS connection in my house. This also means that the port on the PC is working too. Not sure about the Xbox one, but the connection and data lights do fllash on the box.
I'm using Windows XP Pro, with its firewall disabled and my dedicated firewall program set to allow access through port 21. _________________

If you have broadband and you want to test the xbox rj-45 port, just try connecting the xbox to the modem(with appropriate network settings) and see if you get internet access on the xbox.
Have you tried on of the other PC's? _________________

Also I do have broadband, but its via USB modem, not router. So I'm not sure how I can test the Xbox's internet without connecting it to the PC, which is kinda the problem, lol

I've found that on my box, when I set a static IP, the Xbox has to see an active network connection on boot-up, otherwise networking seems to be off.
That is, connect your network cables between Xbox and PC first, then power up the Xbox. This seems to be the only way it works for me unless I'm running DHCP.

OK - Pezzar, firewall program completely disabled. My PC is now more open than a Friday night disco, but still no joy. Same probs as before.
Zipmonkey - I think I've tried that but I'll give it another go to be sure.
Greven - No, haven't tested on another PC, don't have one I could link it to except for mine, which is a shame cos its an avenue I'd like to test.
Glad to see that this prob seems to have everyone baffled. The guy who softmodded the box says the port on the box works, as he FTP'd the apps over, so I assume it still works, but what could the prob be??

Still awaiting my newly created crossover cable from some guys at work here, so will be able to test Xbox while linked to TV, so I can see what it says.
This pinging problem is proving to be really annoying, as without the FTP, how will I be able to upgrade to my bigger drive? _________________
