You DO need one of those games, and some form of memory card to get the save game exploit on the xbox. There really isn't any other way. All three of those games are under $15 used and under $20 all over the place new. MAKE SURE YOU DON'T BUY THE PLATINUM edition of MechAssault, it has to be the ORIGINAL released game (I think that is true of the Splinter Cell as well).
Hell, rent one of them if you have to...
