To place an animated gif on your still jpeg, open photoshop cs, open a new image however big you want your sig. Next, open your jpg, create your background or whatever you want, then, import your new work to adobe bridge.
Ok you should be looking at whatever you just created. Select the top layer, create a new layer called anime or whatever you feel like naming it. With the layer still selected, goto File>Place...

In the box it gives an option to center the new image, and choose what image you would like to place. Don't worry, you can move it after it's placed. Select your animated gif.

Vola, open the animation window by selecting Window>Animation. That will give you a frame by frame flimstrip to view and manipulate the pictures that make up the gif.

The reaper in hellblazers sig was not a premade gif, and was created by other means, i.e. by hand.

This would be a sample final outcome. Use the adobe help, specifically the animation section. You will find alot of useful stuff.

I had an old Paint Shop Pro before going to CS 2 and they came with Animation Shop. I think my Paint shop pro was 7 then it was not there in 8 So get Paint Shop Pro 7 and use Animation Shop.

If you've you've ever used Flash and are comfortable with that, you can always import everything into flash, save the image a .png series, and open them as animation in Fireworks. Then save as animated gif.

Only follow this if your already familiar with macromedia products.
