Dont take this wrong, but I tend to miss the simple stuff.

Check to make sure the cable is an actual crossover cable and not a regular network cable.

Have the xbox powered on when connecting.

Sometimes it is the little things that I forget, so I am throwing it out there.

you`ve set the i.p`s on the pc, set the i.p on the xbox (saved & rebooted)

If you`re able to see the xboxs i.p. on your xbox dash then your connected to the pc this is the i.p. you need to connect to from your pc

try changing the link speed/duplex settings on your pc (remembering where they r now) by going to local area connections > configure > advanced.

If u have a router, set your xbox to dhcp.. It will automatically give it an ip address. Get that address off of your xbox (also make sure u don't need a username and password) type it in and your set.. i use flash and it works fine.
