Ok, everything is turned to yes (even the ftp) and im trying to connect to my exbox through smartftp. Instead of it just not going through im getting this error...
No connection could be made because the target machine actively refused it.
;_; My Exbox is already "Specialized" and runs well, I just need to get on it and fix a few things... since I upgraded my PC i havent been able to connect. MY firewalls are turned off.

We need a bit more information to help you, what network configuration are you using? Direct connection via crossover? Network through a router/hub? What IP address does the xbox have? What dashboard are you using? You said before it worked, what might have changed to make it not work, what exactly did you upgrade when you upgraded your pc? Can you ping the xbox? When you set everything to yes, did you make sure to go to save and exit instead of just backing out?
Tons more information is needed so that we can help you, it sounds like a dashboard issue though, because it says the connection was refused. If it was a network error it probably would just say "cannot find server" or something similar.
Another thing you may want to try is a different ftp client just to make sure, some people say they are able to use this in IE and get a good ftp connection:
but that may not work for you if your xbox isn't 192.168.0.3 _________________

Well the big difference is I completely changed my router, and im trying to connect through that. My dashboard is EvolutionX, Chip Exicutioner2.x
I changed the IP Quite a few times (im not sure what its at now, im just getting fustrated).
I also have a switch installed (which im planning on uninstalling) that shuts the HD off... It keeps falling off and is annoying the hell outta me
