Jus got this new "old" xbox and when i cut it on it starts up really slow and gets to the M$ Dash and when i pick any option it pops up and error 21. It has had no past moddifacation attempts that i know of its strait Factory but keeps giving me and error 21. Any Ideas?

Sounds like a failed softmod attempt.

But if it's not that i think the HDD is on it's way out...

Mabe some bad sectors or somthing like that.

Can you boot any original games? If so,you may want to install SID4.5 so you can back up your eeprom before the HDD fails completely. Then you can use xboxhdm to build a new drive.
