I have a modded xbox hdd that gives error code 05. Is it possible to get the data to another modded xbox?

Should be quite easy to get the data off the existing HDD as error 05 is HDD is unlocked, That means it is likely either a retail state Xbox or softmod.
As it is unlocked you should be able to connect it to a PC and use FatXplorer to access the content.
However is you're thinking you can just transfer it to a new HDD, put that in the same Xbox and away you go: no. As said any Xbox in retails state or softmodded must have a locked HDD.
Unless the content of the old HDD includes the eeprom details (effectively a unique to that Xbox key to lock the HDD to the motherboard) you have a problem.
The solution is either to chip the Xbox or use an eeprom reader to get that info off the Xbox. Neither option is that easy but there are plenty of tutorials online about how to do it whichever solution you try.
