Alirght, I'm back, and I'm burning the disc. I'll edit this post and be back with how it turns out after this.
And it still timed out in the same spot, but I did go ahead again and formatted.
Now, since its been off for so long, I get error 16 instead of 13, but I suspect its the same issue.
Now, one other question. Is there an updated EEPROM building guide that I can use? I'm assuming this is my only route left. And with only 3 or 4 days left with access to this older pc, I'm certain buying one form the UK seller is out of the question (I got the cash to buy it, just not for over nighting it).

Can you take a pic of the screen where you get the error, Id like to see exactly whats what then I can hopefully help you get this sorted out
Don't have a pic, but here's a youtube video I recorded. It starts from where I unpause the system boot after plugging the HDD in and follows through till I tell the system to power off. The issue is at 1:47.
Spent the whole day looking for a camera, the whole time I didn't think to use the camera on the laptop I've been using.

Ok I see the issue heres what you do to fix it
Run Babylon and do your build. When its done pick option 8 (quit) then type "xbrowser" (no quotes) This will load midnight commander. Open the disc on the left side and the HDD on the right side. Browse the disc and open Pimped\E. Copy default.xbe and any other files in the root of Pimped E to E on the HDD (F6 is the copy button in midnight commander)
Then unhook the HDD, back in the XBOX blah blah blah
The issue is its copying from Pimped\E\Apps and not the root of Pimped\E so your not getting the dashboard

When I back out after rebuilding the drive, I can't pull up xbrowser. Tells me it can't find the linux cd. It should, in theory, still work if I restart the process, but skip the build and just go into xbrowser and copy, right?

well son of a.... I get the items.xml copied, but when i attempt to copy anything else, I get an 'Input/output error 5
----
I am guessing that its not reading the disc now. The hell?
----
I've got everything but the evodash.xbe, I keep getting the Input/Output Error 5 message when I try it.
----
I may be able to get it to copy with a background copy command. However, I'm sure this will work. Attempted it the first time, but everything got wonky, and it only did like 90000kbs of the 2900000kbs there. If it does, I have no way of knowing if it worked or if its done copying. Its odd, like its displaying improperly when I attempt it.
----
Nope, its not copying over all the way. Any ideas on how I can get this file over, and what might be the issue?
----
Well now, I've got other news. Looking around the HDD, inside of both E and C, all files are 0kbs in size, and folders are around 16k. All folders are the same size. This is odd.
