I wold say go with a chip thay seem to be harder to muck and much simpler to fix.
As for what chip is best thats up to the user i like the X-3 ce chip but i use the X-2 chip.
Soft mods are cheaper way to go but you need to watch what files you delete or you might need to reformat the hdd and start over.
With a mod chip you wold need to really muck it up to warrent a format.

Wow... If your gonna have to drop 70 bucks to get a chip, I recomend just going with a softmod. As long as you dont do anything like delete any dashboard files you wont have any problems. _________________

You can make an action replay with an extra usb cable and breakaway controller connector. then all you would need is the action replay software (free), a memory card, and a controller. _________________
