If by highest, you mean best I'd have to say unleashx or xbmc...

ya, xbmc is the best, has everything and more built in, unleashX is good if you do a softmod and dont wanna change it, but XBMC beats all

I think the question is more properly, "what is the highest official Microsoft dash version that can be softmodded?" ie: MS Dash 5960, etc....
