the GC can't be emulated, but can be modded.
and yes there is an emulator for it on PC. I dunno if there is one for the Xbox

Yeah there's an emulator for xbox, though I believe it either currently has no roms or it only works for halo. I'm still trying to figure out how to create roms for anything.
