I've never tried with GTA: SA on Xbox, but I know on the PC versions (with SA, VC, and GTA 3) there was a music folder in the directory. You just simply copied over files in mp3 format, into the folder and bingo, it appeared as a radio station.

I would imagine the procedure is fairly similar to that. Not sure about folder or file format though.
