Hey I was wondering is ther any way to get content downloads for games without having xbox live?

yes
someone with a modded xbox who can download them for you, transfer them with Xbox Saves Manager and then use the same app to send them to you.
or

We have thought about adding the download content for VIP downloads, but just haven't gotten around to it. Myself and another member started working on it, but then I just got real backed up work and submitting news, reviews, and dealing with the forum.
I will be gone for a week while on vacation, hopefully when I get back I can further look into posting downloadable content.
