I have complex tools installed on my xbox when i go to run it it just sits at the loading screen and doesnt do anything Also can i extract iso's from rars with this tool?

Sounds like the application is corrupt. You should delete the root folder and reinstall, or just try reinstalling over top.
Also, if you want to extract or create iso's, try CXboxTool 2

if its an iso its prolly split over multiple RAR's. will an Xbox app combine them though?

Yes it will. I use complex tools from the xbox and c-xbox tool 2 from pc.
Complex tools, (like I do) can extract from your PC by changing conf of xml file to connect to pc via smb, and it extracts directly to the drive E or F. Then you can unpack the iso too.
C-Xbox tool is much more complet, but I use Complex Tools when I download a game and wast to test it right away _________________ Xbox V 1.5
