Most ps2 games are easy to backup using Nero (or most dvd burning software), just copy entire disc. Only caveats are that some ps2 games are on cd and some are on dvd. Other than that the only reason a standard ps2 doesn't read the copy is that there is a small portion of a ps2 disc which is inaccessible by standard dvd/cd readers so it cant be copied, the actual game and files are stored in the normal part of the disc, which can.
As for downloaded games (not legal unless you own the game and it is for backup purposes) they will usually be in an iso format so use your favourite writing software to write the iso (not as a file directly, use the softwares burn iso/image option).
