Ya, it is, and it's pretty much specific for that line of chips. Not worth using, but nice to have in case you come across one.

So if a harddrive needs Xenium OS in order to lock it, thenthat means i need to have that modchip right?

Not at all man, if you have a chip you don't need to lock the HDD at all.
Hdd locking is for stock and softmod xbox and if you have an older 1.0 or 1.1 an easy TSOP can make it so the HDD wont need to be locked. _________________ T3CH SVN BUILD update guide

Just curious, but why would you need that flash to lock your harddrive, if needed to or wanted to? Just in case there is a deeper problem we can help out with

Well, the harddrive i found on Ebay is lockable with Xenium OS and i have a softmodded xbox.

Ok, makes sense now.
1) the hard drive is lockable with any program, config magic being the most common.
2)Once you swap hard drives, you know you have to do one of two things. Either re-install you softmod, or clone the hard drive with chimp.
You lose the softmod once the hard drive is changed.
